City Relies on Free Advocate Labor

The City of Loveland continues to fail its unhoused residents, relying on unpaid advocates and volunteers to provide the most basic survival needs. Despite repeated warnings and direct communication with city officials, the City has refused to establish sustainable infrastructure, instead defaulting to costly emergency measures that drain resources without solving the crisis.
Over the Thanksgiving weekend, advocates documented dozens of residents forced to sleep outside in freezing temperatures, while city officials stalled and deflected responsibility. Volunteers scrambled to secure motel rooms, food, and clothing — often at personal expense — while the City issued empty referrals and inconsistent vouchers.
Emergency hotel vouchers, while necessary in the moment, are far more expensive than investing in permanent infrastructure such as shelters and resource centers. The City has known since the COVID funding period that temporary relief would end, yet failed to use that opportunity to build long-term solutions.
The result is a system where advocates shoulder the burden, the unhoused are punished for existing, and taxpayers ultimately pay more for short-term fixes than sustainable care.
“This is not just negligence — it is cruelty disguised as policy,” said one advocate.
With a new City Council seated last night, Loveland has a chance to change course. But the City Manager remains the same, and accountability for past failures cannot be ignored.
